The country is in the middle of one of its most ambitious development periods in modern history. The government has allocated roughly USD 26 billion to infrastructure in 2025 — more than five percent of the country's GDP — spanning transport, energy, and digital infrastructure under the Build Better More program. The construction industry is forecast to grow at an average annual rate of 6.9% between 2026 and 2029, supported by investment in transport infrastructure, renewable energy, and industrial projects.

On energy, the signal from the top is unambiguous. President Marcos Jr. declared that "renewable energy is the way forward" — with over 126 new renewable energy contracts representing a potential capacity of 31,000 megawatts awarded in a single year. As of early 2025, the DOE had awarded 1,411 service contracts equivalent to a potential capacity of 154 GW, including offshore wind contracts open to 100% foreign ownership for the first time.

In mining and resource extraction, the President has been equally direct: "Around the world, the demand for minerals is surging. These minerals are the building blocks of a green and digital economy. We are blessed because the Philippines is rich in such resources." And at the same time: "We must power the future without endangering the earth that sustains us. Irresponsible mining has no place in our nation."
